Texas PN-3 Key Milestones & Outcomes Timeline



2019-2020 | Planning & Workgroups
- Texas PN-3 Collaborative established with TexProtects, Texans Care for Children, and CHILDREN AT RISK leading the group.
- Five state-wide workgroups formed to focus on policy change: ECE Workforce, TRS Standards and Participation, Reimbursement Rates, Cost of Quality, and School Readiness Partnerships.
- Texas Workforce Commission adopted new rules requiring providers participating in Texas Rising Star (TRS) to use the Workforce Registry.
2021 | Results
- Subsidy providers required to participate in Texas Rising Star.
- Streamlined evaluation of child care providers in Texas Rising Star.
- TWC required to collect data and develop a strategic plan for the child care workforce.
- Increased state reimbursement rates for child care providers.
- Passed legislation extending moms’ postpartum health coverage to six months.
- Cut down on eligible kids losing their health insurance due to inaccurate eligibility reviews.
- Stopped a budget cut to Early Childhood Intervention (ECI) funding for toddlers with disabilities and delays that had passed the Senate.
- Established a class size limit for pre-k classes (22 students per instructor ratio is now mandated up to fourth grade).
2022 | Planning & Workgroups
- New workgroups established to focus on 88th legislative priorities: Business Sustainability, Child Care Financing, ECE Workforce, Family Child Care, and Quality Improvement.
- Engaged equity consultant to help inform the Collaboratives work
2023 | Results
- Extended postpartum health coverage to 12 months.
- Provided a financial boost to child care providers through a local option property tax cut.
- Passed the CROWN Act to combat hair discrimination.
- Increased funding for Early Childhood Intervention.
- Secured historic increase of $65M in state funding for prevention programs.
- Successfully advocated for increased federal funding for home visiting through MIECHV reauthorization.
- Established a PN-3 Parent Advisory Council.
